Function:
Candidate must be a self-motivated person with strong people and
communication skills. Must be capable of working under a team setting.
Applicant must possess knowledge of advanced hydrology, hydraulics and
engineering mathematics and economics. Experience in the use of state
of-the-art computer hardware and software. Experience in reading
construction plans and specifications, engineering and environmental
reports and water resource computer program outputs. Experience in
communicating credibly with engineering professionals, attorneys, and
construction professionals. The applicant must be skillful in preparing
written and oral reports and produce written documents and
correspondence commensurate with the complexity of the projects being
managed and assigned to the applicant. The applicant must possess a
demonstrated ability to exercise independent judgment to a degree
appropriate for the situation. Ability to schedule and manage time to
meet tight deadlines and budgetary constraints. Provides technical
advice on surface water management as necessary. Conducts field and
office meetings with other County staff members or with the public as
needed. Prepares special reports and works on special projects as
required. Primarily office-work with field inspections during project
construction. Ensures compliance with all applicable codes, laws, rules,
regulations, standards, policies and procedures; ensures adherence to
established safety procedures; monitors work environment and use of
safety equipment to ensure safety of employees and other individuals;
interprets construction plans and specifications; researches code books
as needed; initiates any actions necessary to correct deviations or
violations. Consults with department management or other officials to
review status of department projects, review/resolve problems, receive
advice/direction, and provide recommendations. Designs/develops
Stormwater systems, engineering plans, and specifications associated
with surface water management improvements; defines design needs; determines design solutions; produces designs using computer-aided
design (CAD) software and drafting instruments; reviews designs for
compliance with applicable laws, codes, and standards; interprets output
from computer models, provides guidance to consultants, prepares written
work orders and prepares detailed written requests to consultants and
contractors for scopes of services as needed.
Requirements:
Bachelor's degree in Civil Engineering, Construction Management,
Environmental Engineering, or a related field; supplemented by six (6)
years previous experience and/or training that includes project
management, civil engineering, engineering design, construction
supervision, budget administration, contract administration,
computer-aided design (CAD) operations, and experience in specific area
of assignment, which may include, transportation engineering, traffic
engineering, stormwater management, or other area of assignment; or any
equivalent combination of education, training, and experience which
provides the requisite knowledge, skills, and abilities for this job.
Must possess and maintain valid State of Florida Professional Engineer
(P.E.) license or obtain one within six (6) months of hire. Must possess
and maintain a valid Florida driver's license. Fingerprinting may be
required.
